The U.S. Occupation of Haiti From 1915-1934

The U.S. Occupation of Haiti From 1915-1934 Responding to near-anarchy in the Republic of Haiti, the United States occupied the nation from 1915 to 1934. During this time, they installed puppet governments, ran the economy, military and police, and for all intents and purposes were in absolute control of the country. Although this rule was relatively benign, it was unpopular with both the Haitians and the citizens of the United States and American troops and personnel were withdrawn in 1934. Haiti’s Troubled Background Since gaining independence from France in a bloody rebellion in 1804, Haiti had gone through a succession of dictators. By the early twentieth century, the population was uneducated, poor and hungry. The only cash crop was coffee, grown on some sparse bushes in the mountains. In 1908, the country totally broke down. Regional warlords and militias known as cacos fought in the streets. Between 1908 and 1915 no less than seven men seized the presidency and most of them met some sort of gruesome end: one was hacked to pieces in the street, another killed by a bomb and yet another was probably poisoned. The United States and the Caribbean Meanwhile, the United States was expanding its sphere of influence in the Caribbean. In 1898, it had won Cuba and Puerto Rico from Spain in the Spanish-American War: Cuba was granted freedom but Puerto Rico was not. The Panama Canal  opened in 1914: the United States had invested heavily in building it and had even gone to great pains to separate Panama from Colombia in order to be able to administer it. The strategic value of the canal, both economically and militarily, was enormous. In 1914, the United States had also been meddling in the Dominican Republic, which shares the island of Hispaniola with Haiti. Haiti in 1915 Europe was at war and Germany was faring well. President Woodrow Wilson feared that Germany might invade Haiti in order to establish a military base there: a base that would be very close to the precious Canal. He had a right to worry: there were many German settlers in Haiti who had financed the rampaging ​cacos with loans that would never be repaid and they were begging Germany to invade and restore order. In February of 1915, pro-US strongman Jean Vilbrun Guillaume Sam seized power and for a while, it seemed that he would be able to look after US military and economic interests. The US Seizes Control In July of 1915, however, Sam ordered a massacre of 167 political prisoners and he was himself lynched by an angry mob that broke into the French Embassy to get at him. Fearing that anti-US caco leader Rosalvo Bobo might take over, Wilson ordered an invasion. The invasion came as no surprise: American warships had been in Haitian waters for most of 1914 and 1915 and American Admiral William B. Caperton had been keeping a close eye on events. The marines that stormed the shores of Haiti were met with relief rather than resistance and an interim government was soon set up. Haiti Under US Control Americans were put in charge of public works, agriculture, health, customs and the police. General Philippe Sudre Dartiguenave was made president in spite of popular support for Bobo. A new Constitution, prepared in the United States, was pushed through a reluctant Congress: according to a debated report, the author of the document was none other than a young Assistant Secretary of the Navy named Franklin Delano Roosevelt. The most interesting inclusion in the constitution was the right of whites to own land, which had not been permitted since the days of French colonial rule. Unhappy Haiti Although the violence had ceased and order had been restored, most Haitians did not approve of the occupation. They wanted Bobo as president, resented the Americans’ high-handed attitude towards the reforms and were indignant about a Constitution that was not written by Haitians. The Americans managed to irk every social class in Haiti: the poor were forced to work building roads, the patriotic middle class resented the foreigners and the elite upper class was mad that the Americans did away with the corruption in government spending that had previously made them rich. The Americans Depart Meanwhile, back in the United States, the Great Depression hit and citizens began wondering why the government was spending so much money to occupy an unhappy Haiti. In 1930, President Hoover sent a delegation to meet with President Louis Borno (who had succeeded Sudre Dartiguenave in 1922). It was decided to hold new elections and begin the process of withdrawing American forces and administrators. Stà ©nio Vincent was elected president and the removal of the Americans began. The last of the American Marines left in 1934. A small American delegation remained in Haiti until 1941 to defend American economic interests. Legacy of the American Occupation For a while, the order established by the Americans lasted in Haiti. The capable Vincent remained in power until 1941, when he resigned and left Elie Lescot in power. By 1946 Lescot was overthrown. This marked the return to chaos for Haiti until 1957 when they tyrannical Franà §ois Duvalier took over, beginning a decades-long reign of terror. Although the Haitians resented their presence, the Americans accomplished quite a bit in Haiti during their 19-year occupation, including many new schools, roads, lighthouses, piers, irrigation and agricultural projects and more. In this regard, many elements of the marketing theory have become universally accepted classical marketing tools: segmentation and positioning, the concept of product life cycle, Ansoff matrix, BCG and GE matrix, SWOT-analysis, etc. The same world popular marketing tool became the concept of Marketing Mix that is generally known as the Four Ps. Thus, it is necessary to describe main elements of the marketing mix in this project. Also it is necessary to show how each of the four elements of the marketing mix affects the development of the organizations marketing strategy and tactics. The organization of my choice is Sony Corporation. Marketing Mix Definition The term marketing mix became often used after a famous Neil H. Borden published his article titled The Concept of the Marketing Mix in 1964. It was not the first mentioning of this term, because Borden began using this term in the late 1940s when James Culliton had described the marketing manager as a special kind of mixer of ingredients. Interpretation of those ingredients in marketing mix by Borden included not only product, price, place and promotion, but also planning, branding, personal selling, servicing, distribution channels, advertising, analysis etc. Thus, in this part of this project it is necessary to define the concept of the marketing mix. According to Wilson and Gilligan (2004), it becomes obvious that nowadays Marketing Mix is a major concept in modern marketing and involves practically everything that a marketing company can use to influence consumer perception favorably towards its product or services so that consumer and organizational objectives are attained, i.e. Marketing mix is a model of crafting and implementing marketing strategy. In other words, marketing mix is a set of marketing tools through which the company seeks a way to influence the demand for goods or services; also it is a set of actions (strategies) that form the demand for certain goods at a specified price at a certain place with the use of certain promotion. Marketing Mix in Details As it was above mentioned Marketing mix consists of four main elements: Product; Price; Place (distribution); Promotion. Describing marketing mix with more details it is necessary to say that the above numerated marketing tools have been isolated from many others primarily because their use has a direct impact on demand and could encourage consumers to make purchases. Conducting of market research, analysis of strengths and weaknesses of the firm, segmentation and other marketing tools, of course, also help marketers in their quest to increase demand for products and services of certain companies, but have only an indirect effect: for example, the demand will not increase just because the firm had marketing research or segmentation of consumers. The result of a successful marketing research can be used to change one or more elements of the marketing mix and is the only way to influence consumer demand. (We should note that the aim to increase demand is not always the true aim, because the elements of marketing mix can be combined and used with the aim to reduce demand that is called demarketing, accord ing to F. Kotler definition.) The system will not let the OJT coordinator edit the given evaluation form by the OJT supervisor. Characteristic of the Current System The College of Communication and Information Technology OJT Coordinator verifies the trainee’s official time entries via a traditional daily time record. She also let the trainees pass their journal written in a notebook, and month end/terminal reports were printed in bond papers, that is why bulk of requirements were stack at the office. Loss of some trainee’s files would be possible. Also, the OJT coordinator have to visit the trainees even those who were far just to monitor them or check their performances. Without a well-defined strategic vision for the company, employees had no motivation and no sense of organizational purpose. The second of the H-P’s most serious problems was its confusing matrix structure, which blurred accountability lines and slowed decision-making. A matrix structure focuses on integrated teams and involves reporting to multiple managers. It can be highly effective, but it can be confusing to work within and it can also create conflict between project bosses in different parts of the matrix. According to Williams (2011), some of the common problems are disagreements or misunderstandings about schedules, budgets, available resources, and the availability of employees with particular functional expertise. A matrix structure requires a high level of coordination to manage complexity involved with running large, ongoing projects at various levels of completion and it also requires much more management skill than the other forms of organizational structure. The third of the most serious problem was the H-P’s reward system because it was so complicated and no one understood how performance affected his or her bonuses. A reward system does not have to be complex; it should be clear and simple in order to get the best results. Leonard (1994) refers to Jerry McAdams notations, which state as follows: â€Å"an employer needs to keep performance measures simple and select only whats important. A leader who could be able to turn H-P’s vague strategic vision it into something more precise and also make sure the company’s strategy is being properly executed. With respect to the confusing matrix structure, I agree with the tactic CEO Mark Hurd implemented to correct this type of operational issue, which had H-P’s single sales division reporting to four or five division heads at once. Hurd divided up the sales division, so that each of the major H-P product divisions had its own dedicated sales division. It seems that the matrix structure was not working for Hewlett-Packard; therefore it needed an immediate corrective action in order to appoint clear accountability lines and speed up decision-making. Hewlett-Packard should attempt to correct its complex reward system problem by implementing simplifications to it. Because of this complex bonus system, talented executives were leaving and the company was having trouble attracting new ones. A reward system should be intended to attract and retain suitable employees, to maintain and improve performance, and to maintain commitment to the organization. It should be a method of motivating employees to change work habits and key behaviors and it should be simple and easy to understand by them. Mark Hurd solved this issue by linking the bonuses directly to divisional and company performance, which I think was the best way of solving this issue. Recommend a leadership style or combination of initiating structure and consideration the CEO should adopt to address the problems of distrust and declining morale. Explain your answer. In order to address the problems of distrust and declining morale, CEO Mark Hurd should adopt a combination of leadership styles such as the relationship-oriented leadership style and the supportive leadership style. According to Fiedler theory, leaders under the relationship-oriented leadership style must be people-oriented. In other words, they need to focus more on the needs of the people and the organization they are guiding and focus less on their own needs. Fiedler points out that the effectiveness of a leader depends on a range of situational factors such as leader-member relations, task structure, and position power. Leader-member relations are the most important situational factor. â€Å"It refers to how well followers respect, trust, and like their leaders. When leader-member relations are good, followers will trust the leader and there is a friendly work atmosphere.† (Williams, 2011). Murray (2009) suggests that leadership should be adapted to the particular dema nds of the situation, the particular requirements of the people involved and the particular challenges facing the organization. One way of addressing the problems of distrust and declining morale should be adopting the supportive leadership style, suggested by the path-goal theory. The path-goal theory states that a leaders behavior is contingent to the satisfaction, motivation and performance of his/her followers. Leaders who show the way and help followers along a path are effectively leading. Leaders need to provide coaching, guidance, support, rewards necessary for effective work performance, and they must complement and not duplicate the characteristics of followers’ work environments. (Williams,2011). The CEO should also adopt the supportive leadership by considering the needs of the follower, showing concern for their welfare and creating a friendly working environment. This includes increasing the followers self-esteem and making the job more interesting. This approach is best when the work is stressful, boring or hazardous. (House Mitchell, 1974). The results of adopting this leadership style would be performance improvement and job stress reduction. It would also improve relations and trust between employees and leaders. By implementing or adopting these leadership styles, employees at Hewlett-Packard will no longer feel that they are working for the leader, but with the leader. After having examined all of the issues facing HP, recommend whether the CEO should focus on the approach to the current strategy or on implementation and execution. Defend your decision. I would definitely recommend that the CEO should focus on implementation and execution. Execution Management is essentially defined as translating your strategy into reality. It is not just accomplishing a task or a goal, but also to achieve the underlying business objectives. It has to enable a constant review and fine-tuning of your strategy. A good execution management will focus on WHAT as well as HOW of an achievement. The main reason the board hired the new CEO was because of his focus on execution (management). By focusing on implementation and execution, the CEO was able to successfully transform the company from a struggling, dysfunctional corporation into a well-structured and profitable corporation. Under his work style, Mark Hurd was able to work with the lower divisional levels to make sure operations were running smoothly. He was able to recast the CEO Fiorina’s strategy vision into something more concrete, offering specific visionary purposes. He tackled the confusing matrix structure by dividing up the sales division, so that each of the major H-P product divisions had its own dedicated sales division. He simplified the complex reward system by linking bonuses directly to divisional and company performance.
